This is a great shot. It looks like one of those industrial dishwashing-machine utensil holders, wrapped inside a piece of window screen.

It’s an exhaust for something. It sits in the flower garden next to our building. If you tap on the top, you hear a 200ms or so echo, so it must go pretty deep. I don’t really know what it’s for.
